Dear GGFOA Members, 

Spring is always an energizing time for our profession, and this year has been no exception. I’m pleased to share that our Spring Training Seminar was a tremendous success. The level of engagement, thoughtful discussion, and willingness to share knowledge among attendees truly reflects the strength of our organization. Whether you joined us to sharpen your technical skills or connect with peers, I hope you left feeling inspired and supported in the important work you do every day. 

We also had the opportunity to celebrate Government Finance Professionals Week, a time dedicated to recognizing the critical role each of you plays in ensuring transparency, accountability, and sound financial management in our communities. The work of government finance professionals often happens behind the scenes, but its impact is felt everywhere—from well-maintained infrastructure to trusted public services. Thank you for the expertise and integrity you bring to your roles.

Legislative Session

As Chairman of the GGFOA’s Government Relations & Strategic Planning Committee, I’ve prepared this report to summarize the bills currently before the Georgia General Assembly that may be of interest to our members, particularly those related to local government finance. The inclusion of legislation in this report does not constitute an endorsement by GGFOA.

While reviewing this report, please keep in mind that Crossover Day occurred on Friday, March 6, 2026. Crossover Day marks the last day for a bill to pass its chamber of origin (the House or Senate) and move to the other chamber for consideration. Bills that do not “crossover” by this date are unlikely to become law during that session. Crossover Day typically falls on the 28th day of the 40-day session. The final day of this year’s legislative session was held on Thursday, April 2, 2026.

Thank You for Celebrating Georgia Government Finance Professionals Week

The Georgia Government Finance Officers Association (GGFOA) extends its sincere appreciation to everyone who helped recognize and celebrate Georgia Government Finance Professionals Week.

This year’s response across the state was encouraging. To date, 27 proclamations (14 cities and 13 counties) were issued by jurisdictions recognizing the week. Additionally, 71 jurisdictions and organizations joined in the celebration and received GGFOA promotional items to recognize their finance teams.

We also appreciate those who engaged with us across our social media channels throughout the week. Thank you to everyone who shared updates and helped highlight the important work of finance professionals serving communities across Georgia.

GGFOA will continue to recognize Government Finance Professionals Week each year during the third week of March, building a growing statewide tradition honoring the dedication and service of public finance professionals.

For jurisdictions that were unable to participate this year, we warmly encourage you to join us in future celebrations.

Georgia Government Finance Professionals Week Recognized Across the State

The Georgia Government Finance Officers Association (GGFOA) is pleased to recognize the start of Georgia Government Finance Professionals Week (March 16-20, 2026), celebrated during the third week of March. This week provides an opportunity to recognize the dedicated public finance professionals who help ensure transparency, accountability, and responsible stewardship of public resources for communities across Georgia.

To mark the beginning of the celebration, GGFOA is honored to recognize the official proclamation issued by the Governor of the State of Georgia. We sincerely appreciate Governor Brian Kemp, Chief of Staff Lauren Curry, and the Governor’s office for acknowledging the vital role that public finance professionals play in serving communities throughout our state.

Join us March 17–18, 2026, at the UGA Gwinnett Campus in Lawrenceville for two days of timely, practical training designed specifically for local government finance professionals.

Spring is one of the busiest seasons in our profession. As budget preparation begins and audits approach, finance teams face increasing demands and evolving responsibilities. This year’s seminar is thoughtfully designed to address both current challenges and emerging trends in government finance.

A MESSAGE FROM THE GGFOA PRESIDENT

GGFOA Members,

As we move through winter and look ahead to spring, many of us are already feeling the familiar shift in pace. For some, budget season is ramping up; for others, audit preparations are front and center. No matter where you fall, this time of year often brings a renewed sense of focus—and, let’s be honest, a little hustle and bustle—as we prepare for the months ahead.

As this is my first letter to you as President of the Georgia Government Finance Officers Association, I want to begin by saying how grateful I am to be part of this community and to serve alongside so many dedicated professionals. The work you do each day—often behind the scenes—plays a vital role in supporting transparency, accountability, and public trust across our state.

One important opportunity on the horizon is Georgia Government Finance Professionals Week, taking place March 16–20, 2026. This week is a chance to pause, reflect, and intentionally recognize the critical role finance professionals play in our organizations and communities. Whether through a proclamation, a social media post, or a simple moment of recognition within your department, your participation helps elevate the profession and the people behind the work. We look forward to celebrating with you across the state.

That same week, we will also host our Spring Training Seminar on March 17–18. This seminar offers timely, practical training during a busy season and provides a valuable opportunity to connect with peers who truly understand the challenges and rewards of government finance. I encourage you to join us if you are able.

Looking a bit further ahead, I recently had the opportunity to visit Chicago in advance of the National GFOA Conference in June, and I am already looking forward to returning. We are planning a Georgia meet-up during the conference and hope many of you will be able to attend and connect with fellow GGFOA members while there.

As always, thank you for your continued involvement, professionalism, and commitment to excellence in government finance. I look forward to the months ahead and to finding meaningful ways for us to learn, connect, and celebrate together.

GGFOA is excited to launch the first statewide celebration of Government Finance Professionals Week, taking place March 16-20, 2026. This initiative recognizes the essential contributions of government finance professionals and their vital role in maintaining public trust across Georgia.

We are pleased to share that Wayne County has issued the first proclamation recognizing Government Finance Professionals Week, helping to build momentum across communities statewide.

A Message from the GGFOA PResident

GGFOA Members,

As the summer sun shines brightly across Georgia, I hope each of you finds time to recharge while continuing to make strides in your professional endeavors. Summer is often a season of energy, reflection, and preparation — and here at GGFOA, we are embracing all three.

Our organization has been hard at work over the last few months. Thanks to the continued efforts of the Board and Committee Chairs, we are preparing for an exceptional 40th Annual Conference, keeping the website up-to-date, and exploring new ways to serve you better.

Georgia Public Funds Investment Seminar

As we step into the vibrant season of spring, I'd like to take a moment to reflect on the exciting growth and achievements we’ve witnessed as an organization. This time of year often brings a renewed sense of energy and momentum--and this spring is no exception.

Over the past several months, GGFOA has been made a significant progress in supporting, educating, and providing valuable resources to our members. Ben Meadow and Sue Joe have been working on enhancements to the website, and we continue to explore new ways to make it a vital tool for your professional needs. Our Treasurer, Tashana Rivers, has been streamlining processes and filing various reports to help ensure the continued efficiency and success of our organization. Jonathan Smith, Chair of the Scholarship Committee, is preparing to launch applications for the many scholarships GGFOA offers--keep an eye on the website and your inbox for details. I'd also like to recognize the many members that work behind the scenes to make GGFOA a success. Your ongoing participation and commitment to professional growth in the public finance sector are deeply appreciated.

We are excited to announce several upcoming events designed to support your professional development and provide valuable networking opportunities:

  • GGFOA 40th Fall Conference
    October 12th - 15th | The Classic Center, Athens, GA
    Led by Conference Committee Chair Dustin Farron, this year's conference promises to be extra special. It will feature expert speakers, interactive workshops, and networking sessions to keep you at the forefront of public sector finance.
  • Webinars: Wednesday News You Can Use
    In partnership with UGA's Carl Vinson Institute of Government, our virtual learning series continues with sessions on April 23 and May 21. Registration details will be shared via email soon.
  • In-Person Trainings Return
    With support from Public Trust Advisors, we recently hosted the Georgia Public Funds Investment Seminar on February 26--our first quarterly session. It was a great experience with informative topics and engaging networking. If you missed it, don't worry--additional sessions will be held across Georgia with the next one planned for North Georgia. Stay tuned!
  • Expanding Networking Opportunities
    I’m currently exploring the idea of establishing regional chapters throughout Georgia to provide additional in-person trainings and social events. These gathering will offer great opportunities to connect with peers and share insights into the challenges and successes of our work.

Carlos Encinas, Chair of GGFOA Government Relations & Strategic Planning Committee, has prepared a summary of key bills that may impact local government finance. 

Crossover Day--the deadline for bills to move from their chamber--was March 6, 2025. Bills that did not advance by then are unlikely to become law this year. The legislative session concludes on April 4, and we plan to provide an updated report following its close.
