NOTICE OF PROPOSED BYLAW CHANGES
NOTICE OF MEETING TO VOTE ON CHANGES
September 3, 2015

The Georgia Government Finance Officers Association will hold an annual business luncheon from noon to 2:00 PM on October 6, 2015 at the Jekyll Island Convention Center, Jekyll Island, GA.  During this meeting, the Executive Board will present its recommendations for proposed changes to the GGFOA Bylaws.  Members present at the meeting will vote on the proposed changes.  The members may elect to consider each proposed change individually or they may elect to accept or reject the proposed changes as a whole.  The proposed changes will pass if two-thirds of the active members present approve the proposed changes.     

ARTICLE IV: CLASSES OF MEMBERS

Currently Reads As:

  • Members
  • Associate Members
  • Education Members
  • Student Members
  • Honorary Members

Proposed Amendment: Add an additional class Retiree Members.  Retiree membership may be held in the Association by any formerly active member who has duly retired from employment in a public jurisdiction of the State of Georgia.  Retiree members of the corporation shall enjoy all of the rights and privileges enjoyed by members of the corporation, except that such retiree members may not hold the office of the president, president elect, secretary, treasurer or member of the Executive Board but may vote on any proposed amendment, revision or supplement to these Articles of Incorporation.   

Rationale:  The Executive Board recognizes the need to preserve the institutional knowledge of the association, history, and value in encouraging retirees to remain active in the Association.     

ARTICLE VII: ADMINISTRATION AND FINANCE

Dues

Currently Reads As: “The Executive Board shall periodically determine the annual dues to be paid by the classes of members.  Annual dues shall be payable on application for membership and as of October 1 in each year thereafter.  Members may be suspended from the Association if payment of dues are delinquent after February 1 of any fiscal year.” 

Proposed Amendment:   Change “and as of October 1 in each year thereafter” to “and as of the anniversary date of your membership each year thereafter”

Proposed Amendment:  Change “Members may be suspended from the Association if payment of dues are delinquent after February 1 of any fiscal Year.” to “Members may be suspended from the Association if payment of dues are delinquent 60 days after the anniversary date of their respective membership.”   

Rationale:  To simplify and ease the administrative burden and costs associated with manual invoicing of membership dues.  The GGFOA website has the capability of allowing each member to renew their respective membership online and allows the association to truly represent an annual membership for the dues received.  Moreover, this avoids having to prorate membership dues.
