Deputy General Counsel
Larry has represented county governments in Georgia for nearly all of his twenty-plus years of practicing law. In addition to his duties as Deputy General Counsel, Larry serves as ACCG’s lobbyist at the Georgia General Assembly on legislation affecting county revenues and taxation. Larry previously served in the Fulton County Attorney’s Office for sixteen years, including two stints as Interim County Attorney, and most recently worked with Jarrard & Davis, LLP, a preeminent local government law firm based in Cumming, Georgia. In those capacities, Larry litigated numerous matters on behalf of counties, including in the areas of zoning/land use, service delivery strategy, municipal annexation and incorporation, and constitutional matters. Larry currently serves as President of the Local Government Section of the State Bar of Georgia. He is a graduate of the Duke University School of Law and the University of North Carolina at Chapel Hill.
